Dans toute l’Europe post-communiste, la transition a soulevé, entre autres, la question de la décentralisation et de la démocratie locale :

La plupart des pays ont entrepris la réforme des structures territoriales et de l’administration locale et ont organisé des élections locales.
Les anciennes élites locales ont su s’adapter aux changements, de nouveaux acteurs sont apparus, de nouvelles pratiques se sont installées.
On assiste à un bouleversement des relations centre/périphérie, encore très marquées par l’héritage du communisme.

C’est autour de ces trois thèmes que nous avons choisi d’organiser cette bibliographie. Nous avons volontairement laissé de côté la coopération transfrontalière des régions.

Cette bibliographie est la version remaniée de celle que nous avons réalisée à l’occasion du colloque " Stratégies et acteurs locaux dans l’Europe post-communiste organisé les 29 et 30 janvier 1998 par le Cycle supérieur d’étude comparée de la transition démocratique dans l’Europe post-communiste, sous la direction de M. Dominique Colas.

Elle est une sélection d’articles et d’ouvrages reçus et traités par les Services de documentation de la FNSP. La période couverte va de 1989 (1991 pour les pays de l’ex-URSS) à fin 1997. Nous n’avons retenu que les documents publiés en français, anglais, allemand et russe. Il nous a fallu opérer une sélection sévère dans le nombre très élevé de documents disponibles à la FNSP.
